Manufacturing capacity is tight, delivery times have stretched, and the recent reduction of European production capacity by the two dominant players, Volvo and Scania, has left a significant gap in the market. At the same time, the capacities of smaller, independent bodybuilders have become heavily overstretched, or in some cases have disappeared from the market altogether. In this environment, every new entrant – or returning player – attracts particular attention.

It is under these circumstances that Brazil’s Marcopolo is preparing to establish a foothold in Europe once again. The continent is not unfamiliar territory for the company, but this return is taking place in a completely transformed industry environment: with fewer manufacturers, a more concentrated supply base and a persistent shortage of capacity. The South American manufacturer is targeting this structural gap, while relying on its own high-volume production background and cost-efficient operations.

The return, however, is not merely about taking advantage of a market opportunity, but forms part of a deliberately developed strategy. Marcopolo has recently carried out intensive preparatory work in Europe, including product development, the launch of type-approval processes and the establishment of potential sales channels. Its cooperation with Volvo is particularly important in this respect, playing a key role in market entry not only from a technical perspective, but also commercially. Our editorial team contacted the company directly for details, and Marcopolo’s international and commercial director, José Luiz Moraes Goes, shared several specifics about the current status, timetable and geographical focus of the European programme.

José Luiz Moraes Goes, international and commercial director of Marcopolo

José Luiz Moraes Goes’s answers clearly indicate that the company intends to begin actually serving the European market within a relatively short timeframe, as early as the beginning of 2027. According to current plans, deliveries of the first buses compliant with EU regulations could start in the first quarter of 2027. The vehicles will initially be built in Brazil on Volvo chassis. These will be shipped from Sweden to the South American assembly plant, from where they will be delivered to Europe as finished products, with sales handled through Volvo’s dealer network. In the launch phase, the focus will clearly be on the Italian and French markets.

The “Brazilian” market version of the model intended for Europe…

Based on the project’s current status, the programme is already in the final development and type-approval phase. The necessary homologation processes are running in parallel with the completion of product development, while the first prototypes have also been completed. Marcopolo has already presented these to potential customers through Volvo Buses dealers in Italy and France. The company has not yet disclosed specific production or sales volumes, but it will begin taking orders in the first half of this year, which will already make it possible to assess demand more accurately and, through this, to plan the required production capacities.

…and the European version, still only in a rendering

A key element of the market entry is the close cooperation established with Volvo, which provides Marcopolo not only with a technical basis, but also with a ready-made sales channel. Under the partnership, Marcopolo will manufacture the European version of the Paradiso G8 1200 on the Volvo B13R chassis, in 4×2 and 6×2 axle configurations, with specifications adapted to local requirements. The model meets the continent’s quality, safety and comfort requirements, as well as the newly introduced cybersecurity regulations. During the development of the European variant, Marcopolo paid particular attention to ensuring that the body design meets European aesthetic and functional expectations; the position of the windscreen has been raised, and the body has been modified at several points compared with versions intended for export markets, in order to better align with the proportions and design trends familiar on the continent.

At the same time, the commercial director emphasised that, as a bodybuilder, the company remains open to cooperation with other chassis manufacturers as well, where this is justified by the needs of a given market. As he put it, building on Marcopolo’s earlier relationships with European and Asian chassis manufacturers, the company is continuously seeking new opportunities, with the aim of offering the best and most efficient transport solutions possible in every market. Any further partnerships, however, will depend on developments in the European market and the specific requirements of individual countries. Similar to its practice in Latin America, the manufacturer will therefore not rely exclusively on Volvo chassis in the European market either, but may offer vehicles on Scania and even Mercedes-Benz chassis alongside Volvo.

The initial European presence will be entirely import-based, with the vehicles produced at the Ana Rech plant in Caxias do Sul, Brazil. In the longer term, however – depending on market performance and how volumes develop – the establishment of European assembly capacity is not being ruled out either. This approach also partly echoes the manufacturer’s previous European presence: Marcopolo withdrew from the continent in 2009, after selling its plant in Coimbra, Portugal, due to a sustained decline in orders. That facility had served as its European production base since 1990. Since then, however, the company has further strengthened its industrial footprint globally, and currently has manufacturing capacity in 11 countries, while its coach models are produced in Brazil, China, Colombia and Mexico.

In the first round, the geographical focus will be limited to Italy and France. Subsequently, however – as the project progresses and taking into account the particular characteristics of individual countries – Spain and Portugal may also appear among the target markets.

The cover image is an illustration.

In recent years, the European intercity and coach market has been reshaped at a fundamental level: while demand has slowly returned, the supply side is still unable to keep pace.
